There is currently a submission for a new cover scan for Battlestar Galactica The Plan (UPC 025192032592) where the cover gets replaced with a scan of the reflective slipcase.

So far, I'm the only one voting 'yes' on this since others all state the cover scan looks better (and I agree). However, unless I'm mistaken, the rules state we still need to take the scan of the slipcase in such cases:
"If a DVD is packaged in a keep case, within a slipcase of some kind, scan the Cover Images from the outer slipcase. If, however, the Slipcase is reflective, and the inner cover art is identical, use the Keep Case art to scan, as it will give a better quality image."

The underlined part is what has me puzzled. Now, the cover and slipcase are identical, save for the fact the slipcase has a Blu-ray banner on top. I believe in the past for such instances, this was regarded as being sufficient of a difference to consider the cover different from the slipcase, so the slipcase was the scan taken. An example of this is Stargate The Ark of Truth (UPC 024543548737)

So, any ideas on which is the correct way to evaluate such submissions? Am I perhaps missing or misinterpretting something? I'm asking since I'm the only one voting differently from the others

I don't have a whole lot of blu-ray discs so I'm not entirely sure, but doesn't the system automatically add the blu-ray banner at the top anyway? If so, why would that constitute a big enough difference to have the reflective slip-cover scanned in instead of the identical inner cover? That doesn't make any sense to me.

If the blu-ray banner is not automatically added in, then please ignore me.

I'm also voting no because the rear scan is much worse as well and the existng rear scan is of the slip case.

I do not see any interest to put in the online data or photos whose quality is so bad that nobody will keep it in local. Is online  a "perfect per the rules but useless database", or a point from which most users can find interesting data ?

I believe so - I also recall that there has been an official statement from Gerri that minor differences (slightly different cropping or maybe removal of a hologram sticker) are acceptable.

The correct way should be to submit a good scan of the slipcase to replace the wrong scan, a terrible scan of the slipcase makes not much sense to me.
As soon as contributions are enabled for 3.6 I will make a good scan of the slipcase

If the existing image is a slipcase and the slipcase check box is checked then no banner is added.

If the existing slip contains the banner then presumably the replacement image would be submitted with the banner appended to the top. JPEGs of the banners are easy to come by and pretty easy to concatenate to the main image.
