Unable to contribute 13 digit UPC/EAN as USA locality and it was released in the USA?

The Kraftwerk 3-D (Abridged) set contains a Blu-ray 3D+2D disc & an NTSC DVD in the set.
Released May 26, 2017 in USA, it is not an import, available from Amazon.com at https://www.amazon.com/Kraftwerk-3-D-The-Catalogue-Blu-ray/dp/B06Y3YHJVC?SubscriptionId=AKIAIY4YSQJMFDJATNBA&tag=bluray-022-20&linkCode=xm2&camp=2025&creative=165953&creativeASIN=B06Y3YHJVC&m=ATVPDKIKX0DER

When contributing the item for USA locality I get: "This profile cannot be contributed due to the following errors:  Please check that the UPC and locality are correct.  These can be changed via DVD->Change UPC."

The music  group was produced in Germany and the Media Company is Parlophone.

When I enter the UPC/EAN # 0-190295-924973 as a Google search, I get the catalogue availability all over the world, released at sites in Spain, Amsterdam, Germany, UK, Japan, and the USA etc.

Using the EAN/UPC locality of Germany where it was produced, DVD profiler accepts the contribution.  If approved should I leave that or replace it with USA as a correction?  The Blu-ray is region-free and the DVD is an NTSC encode, not PAL that would be associated with the German locality.

I've found the same release on Amazon.co.uk

Looking at the scans of the cover it looks like a German release to me.  The fact that it's in NTSC doesn't change that (I have several region free UK DVDs released in NTSC to make it easier - and cheaper - to distribute worldwide, but they're still UK DVDs).

The UPC is 190295924973 (12 numbers)
The EAN is 0190295924973 (13 numbers)

It is failing because of the in the US because UPC's are 12 characters...

AlunH is right - it does happen that European releases are in NTSC, in particular music DVDs.

BTW Amsterdam is not a country... (even though people from Amsterdam like to think so)

Another possible source of identifying the intended locality is to check for ratings logos on the discs.  For example, it appears the German release has a German FSK-0 logo on the Blu-ray disc.

Just purchased the John Lennon Imagine / Gimme Some Truth Blu-ray and it has a 13 digit UPC and was released in the US.

EDIT: Hmm. Release looks odd. Amazon is selling this themselves, but state it's a Region B disc (it's not, it's Region Free). The back cover itself says Made in the USA, has no UK logos.

According to upcindex.com, this release is registered in the United Kingdom.
