If i make custom tags for an entry and i don't lock the title will the tags be erased?

Nope, Tags are personal use only.

also, for the life of me i can't figure out how to view by tags???  i keep checking the tags i want in the filter but nothing.

You need to set the Tags either in the Personalize tab of the Edit Mode, or the Set Tags window in the general layout.

The you can filter for them in the Filters window, Tags tab.

Those boxes are tri-state:
empty: filter if tag NOT present
check: filter if tag IS present
solid: disregard
