I have all the default categories ( Owned, All , Ordered and Wish List ) plus a new category named
Blu-Ray. I have added my Blu-Ray titles in this new category with the use "unique numbers" options
set when i created this new category.

After i finish adding all my blu-ray's to this category i want to resort the list by release date and then
i get to my concern. After resorting by release date i want to use the feature " Reassign collection numbers" to my newly created category "blu-ray" without having any affect on the other categories
mentioned above.
If i reassign collection numbers is this specific to the "collection list" i select. For example if i select the
owned collection list and then use the feature to reassign the collection numbers will this only affect
the titles listed under the "Owned" category or will it affect all categories.
I need to know with 100% certainty.

You'll have to choose "Collection numbers: Unique within category" and the Category you want to renumber mustn't be included in the Owned-Collection, so un-check this box.
After this you will be able to choose the Collection you want to renumber in the "Reassign Collection Number"-dialog.

If you normally want to include it in Owned you'll have to remember to un-check it before renumbering and re-check it afterwards. I'm not sure how it works for new additions to either collection, but single title can always renumbered manually.

Do a backup beforehand, so you can switch back in case of a screw-up.

Thanks Mithi, i have it set up just that way so that's good to know. I  have several backups, i make many backups and was wondering if a backup would recover numbering , good to know.

Thanks for the reply

Was reading over your reply again and maybe you have an older version of DP.  I have the latest version
and the box is labeled as " Include contents in owned collection " so if i uncheck it then my new category only shows up under the "ALL" category and not the OWNED category which is how i want it.
If i place a check in the box then my new category for BR's will be included in the OWNED and mixed up with my existing DVD's. The online help file states you must include any categories you want to renumber in the OWNED category so i would have to check the box rather than uncheck it.

I'll install DP on another pc and load my backup and experiment there to make sure i don't screw up my entire collection. All my DVD's have labels that are sequentially numbered so i can find them quickly.
