Is there somewhere I can download the headshot database without any of the following errors:

Rapidshare - Download not available
Turbobit - Our service is currently unavailable in your country.Sorry about that.

Or being required to pay a fee and subscribe or wait 2 hours to download (Deposit)?

You can use surfeur51's headshots database. Though it is smaller then the "official" headshot database, it contains thousands of photos, and can be downloaded without any restriction.
