Basically this is what I need a computer for.
Surf the internet.
DVD Profiler (of course)
Digital Camera (which I have yet to buy)
Perhaps burn/copy some movies/video tapes or internet movies.

I don't need anything for gaming.

Which one, based upon those specs is the better one?
And which brand is better?

Pick the eMachines in this case.

The CPU on the HP is the AMD variant of an Intel-ATOM CPU. It is rather slow with only 1.3 GHz (No typo!).

No matter how you decide: Check for the unbundled prices of these machines. A 20" monitor is not really state of the art anymore, especially not when wanting to watch HD content. For a new monitor I'd recommend at least 23".
It all seems so stupid, it makes me want to give up!

Had horrid luck with HP laptops, but no clue of their desktops.
Did have an eMachines desktop that was great for 2 years, then instantly turned to crap after that. It's like it was waiting for the warrenty to expire, and within a week of that happening, it quit working.

Between the two, I'd go with HP hands down.

eMachines are pretty much garbage. I've known so many people that have had them fail out that I would never recommend the brand.

I would prefer HP or Gateway or even Asus over eMachines based on my experience. But the HP configuration you listed, as has been mentioned, is a bit underpowered (CPU, small hard drive and only 100Mbit LAN).

I would pick the eMachine.  The desktop is under powered for ripping/burning/copying dvds

TBH, neither. I take it you have a computer now. And that you have a low price limit. Id buy only the display or the computer now, and upgrade the other later. If thats your price range, you can't afford to buy shiitake mushroome thats lifespan is 3 times shorter then a moderately pricier one.

Cubby  I would buy either the HP or a dell. Have used and provided dell for many  heard, so my personal choice would be dell but HP is right there.

I've had multiple HP desktops over the years and have loved them all. No issues here. No experience with eMachines, but have heard many cautionary tales.

I really want something that can do photos and videos.

Is a 500GB hard drive large enough to do that?

I looked at the reviews of the emachines on Walmart site and it seems good, but then I searched the net and found some that had complaints about them. But those seem to be from the early 2000's.

If anyone wants to really know my present computer is ancient. A 20GB HD, a CD only drive. And an old Sony CRT monitor.

So anything would be a great improvement over this thing.

I want something that will last a few years and just do what I need. Like I said I don't need anything fancy.

I sort of live in the boonies, so Walmart and Best Buy is the only stores that I know of that sells desktop computers. I don't think Target sells them at all.

I think Walmart had a Dell computer too, but I'm not sure about the specs.

I had a HP desktop with Windows 98 on it, that worked perfectly, I never had an issue with it, but when I got a new computer (after windows 98 becoming obsolete) gave the HP to my father and he still has it working!!

It pretty much depends what you store in it. If you managed with a 20GB HDD, 500 will be more then enough. But you can always buy another HDD later on, if its too small. They cost like 80e here for 1TB drives.

The HP had way too small processor, like my mid range PC from 7 years back had better. Id look something like an Intel i3 processor, their the "low end" these days, but still good with simple programs (you probably will not even use any program that can use more then 1 core.). Donno whats AMD's equivalent. Since you'll be getting a new windows, id settle with nothing less then 4GB of memory. Although if it has upgrade slots, you could get along with half of that. For graphics card, i think you could get by with anything on the market. As internet and the like dont require much from it.

Do you have to buy in store? Dell.com usually has pretty good deals online. For $500 you can get a decent machine with a monitor.

I'd go with a Dell. They may not be the fastest around, but they do last for years.
