Recurrent co-production problem, re. Triplets of Belleville |

| Posted: | | | | So, the regular problem of international co-productions. Rules say to input the country where the "primary production company is based." But how do you determine which is the primary company?
The movie in question is The Triplets of Belleville. I will give the exact phrasing as is given on the screen. Can someone please tell me how the primary company can be determined, especially since on-screen the film tells us it is a co-production?
There are, incidentally, 8 French companies, 3 Belgian companies, 3 Canadian companies, 2 British companies, and a fund attached to the EU. Looking at the closing credits, it seems most of the work was done at studios in Montreal...

So in this case I would enter France, since it's listed first.
