now and then the question raised whether or not a Costumer qualifies as Costume Designer.

The answer was always no.

Has this changed in any way?

An aside related to the question...

I really wish that the costume designer section of the credits would be done as the sound section has, to only use some of the roles if "costume designer" is not present.  We're looking for the creative person/people here, the person who designed the costumes.  Not the person who is in charge of them once they're made (i.e. a lot of Wardrobe credits).  Yes, if "Wardrobe" is the only costume credit, then yes, I think we should include it, but otherwise I really think we should leave those out.
If more of us valued food and cheer and song above hoarded gold, it would be a merrier world.

That's the way I do it. Since partial contributions are allowed I don't feel that I have to add those roles which are not relevant, even if they are allowed.

A lot of the crew credits would benefit from using that system, for example only crediting "visual effects" if there is no "visual effects supervisor" etc.

On topic, currently the rules don't include "costumer" and from the little I can find about the role, I think that's right - it doesn't seem to be an equivalent role to "costume designer".

It's absolutely the way I do it, as far as my own contributions go and my own local.  But it does mean that I will have to go back through at some point to eliminate those wardrobe people contributed by other members.  I still list both "costume designer" and credits like "gowns by" or others of that ilk, I just leave out the wardrobe credits, since ultimately it isn't what I think we're after.

I'm so with you and it's exactly how I do most of my audits, then lock em before anyone can add the ones I don't want myself.
I actually got a lot of no votes for removing a costumer or supervisor from a recent audit, so many I had to put them back in and re-submit. So I think we are in the minority of feeling this way, thanks for locks.

Well I just wish that some crew were divided. Something like Costume Designer and Costume Supervisor. Visual Effects, Special Effects and Digital Effects and so on.

I still contribute, but I vote on maybe one profile out of a hundred these days.  There's really no point to it any more and hasn't been for quite some time.
