Who can vote for a contribution?

Today I contributed new scans of the Harry "Potter und der Stein der Weisen Ultimate Edition" Box. The existing coverscans are much too dark, have lost many details and have bad color match. I am sure, that my scans are matching the original very well. As I'm now watching the votes, there are 2 yes and 4 no votes.
My question is, can anybody give a vote, who is not owning the DVD he's voting for??
If so, then, in my opinion, this should be changed, because those, who do not own a DVD, can not adequately evaluate if the scan is matching the original or not.

Anybody who has that particular profile in their collection is allowed to vote.
Ideally yes, people shouldn't be voting on cover scans if they can't physically compare it to the original, but that would be impossible to police - how would you prove they actually own it?
The "no" voters have to give a reason why they are voting no - do those comments give you any clues as to why they don't like your scans?

Edit: in case you didn't already know, you can click on the actual voting numbers under "My Contributions" and this will show you the votes in detail, including comments.

Edit 2: I've just had a look at your contribution and the comments are no help. What I would suggest is that you point out in your notes why your scans are better (originals too dark, more detail now visible in clothing etc.) and hope the screeners read them thoroughly!

Unfortunately voting on cover scans is very subjective and people are free to vote based purely on personal preference. There's not much we can do about it I'm afraid.

Northbloke is correct - one should only vote on scans that you can compare to the actual DVD cover.

It is not unusual to get "no" votes on scans and still have the scans approved by the screeners.

I have also had all "yes" votes and had a cover scan contribution declined.

So, if you believe the scans are better, I would suggest you leave them so that others can download them if they like them.

But, be sure and lock your local database though in case the screeners do happen to decline them.

If you REALLY think the cover scans you contributed are better, leave it up to the screeners to decide.

You may not like the results though. I've had cover scans (only a few, but still have had it happen) that I thought were without question better than the current scans, and they were declined. It can be a toss-up.

Where can I leave them?

In my lokal database all covers are locked, because I do all my scans with 200dpi.

Kathy just means to leave your contribution up for vote as it is now (don't withdraw the contribution). That way if any other users like your cover scans, they can copy them from the contribution page and load them into their own locals.

Thank you Merrik - that is exactly what I meant.

I don't wait for the screeners decision, if I like the scans I immediately copy and paste them to my local database.

Scans are one of the few things I always lock locally since they can be so subjective.

I do this as well, as scans are very subjective and some good ones would have gotten away.

For such cases we have a neutral vote.

If I don't own a DVD/BR which I can compare and I'm unsure I'll vote neutral and let the others decide. (hopefully users that can compare with original)

It's always good to point out the improvments as contributor.
As voter it is always good to point out why the decision is going to existing or new one.

There is no such thing as a "neutral vote". Using the "neutral" button does not vote at all. It simply removes it from your voting list.

I will very rarely vote anything but Neutral for something I don't own a real copy of, so any dubs, customs or wishes instantly get neutral votes except in rare situations where new scans are so obviously better I don't have to compare them, or data I know to be right is being submitted (like Luis Guzman getting cleaned up common-name wise).
