I am trying to find a movie for a friend but the details she has given me are very scarce. She said that it starred Charleton Heston and I am not sure if this is the main plot or not but she said there is a scene where a dingo dog either kidnaps or is accused of kidnapping (?) a small child.

I am not a big Heston buff so perhaps someone that could make out what I just typed could help me

Warning: if you make the mistake of Googling to help this poster, you will find links to Frisky Dingo, an X-rated animated cartoon with one of the characters having a Charlton Heston - like voice, and if you go further, you'll wind up on porn sites, probably setting a bunch of cookies for spam. Damn.
Thanks for your support.

Yeah, that's the only film that comes to mind about a dingo stealing a baby (but now I see that's just an alternate title for "Evil Angels" already discussed above).

Same here.  I always knew it as 'A Cry in the Dark'.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

It was a shock to me as well when I saw this listed as Evil Angels on IMDb. I saw it in theaters are A Cry in the Dark. Must have been released somewhere as Evil Angels first.
