What's the correct Norwegian capitalization rules?

I know it's current pratice to only capitalize the first letter of the title and the first letter of any names in the title. But it's also in the Norwegian rules that all names should capitalize the first letter. So why does this not apply to titles? Isn't titles just a name in a different form?

Titles in Norwegian should just have the first word capitalized. (Don't ask me why, I didn't make the rules) See the following links

In short: No!
Not by Norwegian practise. Neither Film titles, nor books (in Norwegian) capitalizes the titles the "English" way.
"Mannen Som Elsket Yngve" is wrong, should be "Mannen som elsket Yngve"

What do you do if the capitalisation of the title is different on the cover than your national rules? Do you follow the cover or "correct" it? (And I don't mean when the titles are in all CAPS.)

I would follow the cover. The only one I could find in my collection where the Swedish title on the cover does not follow capitalization rules is "Såsom i Himmelen", but I suppose there might be a theological reason to capitalize "Himmelen" (Heaven).

The rules tell us to correct title capitalisation. This is specially useful for FuNnY cApItAliSeD tItLeS for graphical reasons.
