While it may be over-reacting to compare this statement to the "SS" or the "KGB", I think it is more than fair to ask exactly what he meant by this. I listened to the entire video. He spoke separately about the "real" military, the Peace Corps, AmeriCorps and a "Civilian National Security Force". We already have a National Guard. So what exactly is this "Civilian National Security Force"? I'd certainly like to know more about what he means. Listening to his speech reminded me of what an excellent speaker he is and how easy it is to be mesmerized into thinking that he really wants to help all Americans. I thought you already have National Guard? We do. Hence my puzzlement at this additional "Civilian National Security Force". Where is he goping to get the money for it? Where is he going to get the troops? Why does he feel the need for it? | | | Dan |

| Posted: | | | | I usually try to stay out of these, but this one really caught my attention, so I went to read the transcript. It is human nature to read into things what you expect - or want - or don't want, as the case may be.
Here is a quote that told me what I wanted to know:
"That also means, by the way, that we’re going to have to, I believe, reconfigure our civilian national security force. In a way that just hasn’t been done. I mean, we still have a national security apparatus on the civilian side in the way the State Department is structured and [Agency for International Development] and all these various agencies. That hearkens back to the Cold War. And we need that wing of our national security apparatus to carry its weight. When we talk about reinventing our military, we should reinvent that apparatus as well. "
I read this as meaning restructuring what we already have - not creating something new. Of course we already have many civilian agencies under Dept of Homeland Security, we have the FBI, CIA , etc. All of these agencies are National in scope and focused on security in some way or the other. All of these agencies have been re-focused, re-organized and re-missioned from time to time, most notably after Sept 11. (I was in NYC on that day - still have nightmares).
