Filter user by ratings How to turn off?

I've been messing around with 3.1 and 3.5  , thank goodness I had everything backed up., but ended up deleting all of 3.5 which in turn wiped out 3.1., so after a quick re-install, data backed up including notes and personalized pages.. , all back in place  except I find the one area that is not quite tweaked fully and that  is the 'watched by'  area.
Here all my past watched history 'looks' like it isn't there, but the tick box that says 'filter users by ratings' is ticked and if I untick it, the history comes back.......... but only for that one title.
How do I get invelos to untick all titles? I checked the area under 'edit users' and all the names are there and I have uncheck all the seven ratings boxes..

Doesn't seem to be under options either..  advice ??

When you go into "Edit Users" you can set a rating limit for each user - what are they currently set to?
I'm guessing that if for some reason it's been set to a low rating for all users, that would filter them out for most profiles.

okay  for some reason al lthe edit users were set to neutral  and I reset all of them for the first five catagorys .. worked..
