I am feeling very dumb right now, well most of the time actually. What steps should I take to remove him? I never overwrite the current Headshot after I delete him, yet still he shows up.
Any help would be greatly appreciated.

Uploading a headshot database will do nothing for incorrectly linked actors.
You need to edit your futurama profile. If you uploaded the latest addendum, you will have two Bill West entries in your actors database.
Select Bill West (1892) in the profile in the actors list on the right. Then select Bill West (1952) in the actors list on the left, and then click replace.
Maybe you can contribute the profile then to propagate the BY to the online database.

Welcome to My World. Indeed, we all know the pain  Have you been able to clean out your cast database. The V4 still contained a few wrong BY's. Btw, I removed almost every BY from SpaceFreakMicha's upload, and am currently importing it in my database.
