My cat likes colored plastic straws bent over and connected at the ends more than balls. He puts them in his water and food bowls and aligns them with artistic precision...and kicks them under the basement door whenever possible. And he also chews them to shreds!

I can't even find any pictures online of the way I bend/connect them for him, so I should try to patent a straw toy.
