To me it reads as a tagline, albeit a very long one. Just my 2cents

It is NOT relevant to the substance of the Overview or if you prefer plot summary.

If that is the criteria then a lot of overviews need to be trimmed.

if the tagline is of the same font and style and within the same boundary or border as the overview .. it should be left .. but taglines are usually larger fonts and expressing an advertised look to the likability of you seeing or buying that DVD ..
In the 60's, People took Acid to make the world Weird. Now the World is weird and People take Prozac to make it Normal.

That sure sounds reasonable, but I can't see anything in the rules that makes this distinction...
You're not advocating common sense, are you?

That's a pretty accurate description, I think. Well done. Maybe it should be added to the rules for clarification ...

Understanding the intent - good
Using common sense - bad

Am I the only one who sees a conflict here...?

You are not the only.
I've seen that excuse (intent) used to often, pertaining to the rules. The problem is what they were thinking (Those involved with the rules) didn't transfer to written word very well. And unless we all start reading minds we are going to have the same problems over and over. So Ken needs to get someone who can write exactly what he's thinking to edit the contribution rules so everyone can contribute what is the rule and not what the intentions of the rule might be (depending on what side of the issue certain people are on).

Many times a simple clarification of the rules by Ken would take care of the arguments and the bickering. In my opinion he should jump in and modify the wording of the rules in question and/or simply add something on to make the rules more precise.

Please show me where the rules gives us a distinction...period!

Its left up to the user to decide what constitutes a tagline and what doesn't. Currently 81% of the voters disagree with your interpretation of what a tagline is or isn't.

The simplest explanation is the majority of the voters have a misconception of what a tagline is.

Examples of taglines:

12 Monkeys - The Future is History
28 weeks - When days turn to weeks...the horror returns.
100 Rifles - They're all the ammo they need.
Adam Had Four Sons - True Love Conquers Betrayal
Air America - Anything. Anywhere. Anytime.
The Air I Breathe - Sometimes the things we can't change....end up changing us.
Stage Fright - Hands that applaud can also kill.
The Wrong Man - An innocent man has nothing to fear.
Along Came a Spider - The game is far from Over.
Amadeus - ...Everything you've heard is true.
Amelia - A love without limits. A life without fear.
American Beauty - .....look closer
The Amityville Horror - For God's Sake, Get Out!
Analyze This - You try telling him his 50 minutes are up!

That's just into the A's, I could list hundreds more examples, none of which would look like the one in the OP.

They are a very condensed (or short) version of the moral of the story.  They DO NOT EVER include the names of the actors in the movie.

Your earlier description that this is an uncredited review, is much more on target.  However, because it is uncredited, there's no way of knowing for certain that it is a review, therefore it does not fall under the Rule excluding reviews and should be included in the Overview.

Famous Film Taglines (as you can see…they’re not all short and sweet as you would have us believe :

"Movie-wise, there has never been anything like it - laugh-wise, love-wise, or otherwise-wise!" The Apartment (1960)

"If you come in five minutes after this picture begins, you won't know what it's all about! When you've seen it all, you'll swear there's never been anything like it!" The Manchurian Candidate (1962)

"Together For The First Time - James Stewart - John Wayne - in the masterpiece of four-time Academy Award winner John Ford" The Man Who Shot Liberty Valance (1962)

"There will be a special FRIGHT BREAK during the showing of Homicidal. Can your heart stand the challenge when the clock starts the COUNTDOWN!" Homicidal (1961)

"The only people who will not be STERILIZED with FEAR are those among you who are already DEAD!" The Flesh Eaters (1964)

"A Riot! A Ball! A Romp! A Gasser! A Swinger! A She-Bang! A funny movie...? You bet it is!" Cat Ballou (1965)

"Being the adventures of a young man whose principal interests are rape, ultra-violence and Beethoven." A Clockwork Orange (1971)

"Something beyond comprehension is happening to a little girl on this street, in this house. A man has been called for as a last resort to try and save her. That man is The Exorcist." The Exorcist (1973)

"He's the highest paid lover in Beverly Hills. He leaves women feeling more alive than they've ever felt before. Except one." American Gigolo (1980)

"What do you get when you cross a hopelessly straight starving actor with a dynamite red sequined dress? You get America's hottest new actress." Tootsie (1982)

"In the Year of Darkness, 2029, the rulers of this planet devised the ultimate plan. They would reshape the Future by changing the Past. The plan required something that felt no pity. No pain. No fear. Something unstoppable. They created THE TERMINATOR." The Terminator (1984)

"You see them on the street. You watch them on TV. You might even vote for one this fall. You think they're people just like you. You're wrong. Dead wrong." They Live (1988)

"It begins with the shriek of a train whistle and ends with shrieking excitement! Young America's idol - a good looking stranger in search of sensation - and a girl in love. These are the people around whom Alfred Hitchcock spins his wonderful new web of suspense and surprise. WARNER BROS. bring a pounding new tempo to motion picture entertainment." Strangers on a Train (1951)

I wouldn't take IMDBs definition of taglines as the gospel truth.
However, I do disagree with Hal that taglines never include actors names.
Chuck Norris doesn't need a weapon... he is a weapon ! (An Eye for an Eye)
Definitely a tagline.

I don't consider any of these to be "taglines".  They are plot summaries or uncredited reviews.
