Some excellent suggestions above. If you can check the framerate, that'd help determine if it's HK or Turkish, the former being NTSC, the latter PAL.

As it stands, it's looking very much like a Hong Kong release. The dual-language thing is standard (if not compulsory) for that country.

Are you sure that Hong Kong is NTSC? I always thought that since it was a UK area until not that long ago that it was PAL and Wikipedia agrees.

Afaik, every HK release in my collection is NTSC (admittedly only two media companies, Universe and Mei Ah). Further to this, I believe most Asian countries are NTSC (I recall Thailand being PAL, and I'm not sure about Malaysia/Indonesia).

All 7 Hong Kong DVDs I own are NTSC. Most likely they'd choose to make NTSC-DVDs to have China as a market, no matter that they have PAL-broadcast in the city.

Also, practically every PAL player/TV can give a decent (color) picture of an NTSC signal, but not the other way around. Fortunately, SECAM is almost exinct, and never made it to DVD I think.

I know that the few French titles I've got are PAL.

VHS may have been a PAL format, but the DVD format is overwhelmingly (99%) NTSC.

Found this in a drawer forgot i had it, think i bought it at the Bristol Sound and Vision show some years ago. I'm fairly sure it's American region 1, can anyone confirm

According to their website, Chesky Records is based in the US. They have distributors in many countries. My guess is that it is a Region 1 US locality release.

Judging by what it says at the bottom left, it is a DVD-Audio.
