They may have added Klingon subtitles to the Star Trek films, but they certainly aren't needed.  You might as well do subtitles in Pig Latin since there would be more people conversant in it than in a language manufactured for fictional characters.

You can download the whole movie from internet (http://starwreck.com/), totally legally. However, there is also an Imperial Edition available in DVD (with English and Klingon + other subtitles).
