I couldn't interpret that statement as it is contradictory.  You can't do both, so the phrase 'in addition to' should not be used.

I was not saying that was the rule or should be just a simple example of an in addition statement where the latter can detract from the first.
An additional statement can also mean subtract.
Addition :

4+1 = 5
4+(-1) = 3

Not exactly. One is correct in US, the other in UK. Do we speak of a US profile or a UK one ? Hard data means nothing.

While I think your statement on hard data is too generalised, I agree the answer would be color for US Region 1 and colour for UK Region 2.
